The Government of Romania has been liberalising the economy and opening the energy sector to competition and investment via introducing a regulatory framework and implementing European Union regulations. As part of the National Plan for Strategic Investment, the Government has also identified the energy sector as a top 5 economic priority.


Additionally, Romania ranks third in EU shale gas reserves, after Poland and France. According to the US Energy Information Administration, the domestic shale gas reserves equal 1,444 billion cubic meters – this quantity could potentially cover national gas consumption for 100 years. Thus, now is the right time for investors to enter this dynamic market.

Key facts about the Romanian oil and gas market: 

  • The Government is seeking to raise the royalties received from oil and gas production to at least 10% in a new framework that will be introduced in 2015
  • The country holds a number of onshore and offshore petroleum basins which are considered under-explored – more focus will now be on targeting deeper untested conventional and unconventional plays onshore
  • Eurobank forecasts that Romania’s GDP will grow by 3.0% this year, up from its previous forecast of 2.7%
  • In July 2014, Chevron concluded its first shale gas exploration in the Silistea-Pungesti perimeter of eastern Romania, and will start assessing the data collected
  • Also in July 2014, OMV discovered a new offshore oil reservoir in the Romanian Black Sea with a potential production of 1,500 – 2,000 boepd
  • Exxon Mobil Exploration and Production Romania and OMV Petrom have started drilling at the Domino-2 well in the deepwater section of the Neptun Block in the Romanian Black Sea
